高佑瀚先生拥有比利时天主教鲁汶大学电子工程硕士学位。他曾在芬兰坦佩雷工程技术大学以及比利时天主教鲁汶大学担任研究助理。

1993年,高佑瀚先生在欧洲委员会外关系总司任职。他的工作重点是欧盟与南亚和东南亚的经济合作。他的工作内容涉及环境、信息技术、科技、标准化和知识产权等领域。
在欧盟总部工作了一段时间后,高佑瀚先生于2001年在欧洲委员会驻泰国代表团任职。其所在的代表团同时兼管欧盟在缅甸、老挝和柬埔寨的事务。作为合作处负责人,他是与泰国政府、国际组织和其他外交使团的主要对话者。 2004年12月后,高佑瀚先生致力于海啸救援工作。
2005年至2009年7月,高佑瀚先生在欧洲委员会驻肯尼亚代表团(内罗毕)担任副团长兼合作处负责人。他的工作核心是了解肯尼亚政府面临的挑战,通过合作活动帮助应对这些挑战并使之成为外交界与肯尼亚政府进行政治对话的核心内容。

Holds a Masters Degree in Electronic Engineering from the Katholieke Universiteit Leuven, Belgium. He has been Research Assistant at the Technical University of Tampere, Finland, and at the Katholieke Universiteit Leuven.
After having worked for several years in the private sector, he joined the European Commission in 1984 and was during nine years monitoring and managing Information and Communication Technology programmes.He developed and launched several new initiatives that have contributed substantially to understanding,stimulating and facilitating the transfer and exploitation in the IT industry of research results.
In 1993, Mr Cauwenbergh moved to the External Relations Directorate-General of the European Commission and focused his work on economic cooperation activities with South and South-east Asia. He covered the Environment, IT, Science & Technology, Standardisation and IPR sectors.
After having experienced the work from the side of the head offi ce, Mr Cauwenbergh moved in 2001 to the European Commission Delegation in Bangkok, also covering Burma/Myanmar, Lao PDR and Cambodia. As Head of Operations, he was the main interlocutor with the Thai Government, international organisations and other diplomatic missions on all cooperation aspects. After December 2004 he was the forefront in the postTsunami relief effort.
From 2005 till July 2009, Mr Cauwenbergh was Deputy Head of Mission and Head of Operations at the European Commission Delegation in Nairobi. His focus in Kenya has been on understanding the governance challenges faced by the Government of Kenya, integrating elements into cooperation activities that would assist in addressing several of these challenges, and stimulating the diplomatic community in making those governance challenges the core of the political dialogue with the government.
In August 2009, he took up the position of Head of EU Operations for China and Mongolia at the European Commission Delegation in Beijing.

EU Policy on International Student Mobility and Programmes
Student mobility is an important factor for growth and employment. Greater internationalization of higher education is necessary to respond to the challenges of the process of globalization. The European Community has a vision that in the future it should be a normal practice for university students to undertake a period of study or a work in another country of the EU. The European Community should also contribute to the development of quality education, inter alia, through cooperation with third countries.
Europe has a long experience in academic excellence and student mobility. There is wide recognition of the great potential represented by the combined individual strengths of European higher education institutions, by their educational diversity and their rich experience in networking and in cooperation with third countries.This enables them to offer courses of high quality and great international relevance, and allow the benefi ts of international mobility to be shared more widely within the Community and its partner countries.
Following the success of Erasmus programme, the student mobility programme within the EU, Erasmus Mundus (world) programme has been established to support the student mobility between the EU and the Third Countries.
Erasmus Mundus (2009-2013) is a cooperation and mobility programme in the field of higher education that aims to enhance the quality of European higher education and to promote dialogue and understanding between people and cultures through cooperation with Third Countries. In addition, it contributes to the development of human resources and the international cooperation capacity of Higher education institutions in Third Countries by increasing mobility between the European Union and these countries.
